EMCA's Vision Statement

In five years, the East Metro Civic Alliance will be the catalyst for policies, programs, and innovative collaborations working to expand multi-cultural understanding, socioeconomic development, and poverty eradication in Ramsey, Washington, and Dakota Counties.

Our mission is to ensure equal opportunity for all so to sustain the East Metro Twin Cities as the best place to live, work, and socialize in Minnesota.

The Evolution of the East Metro Civic Alliance

The East Metro Civic Alliance (EMCA) was founded in August 2018 as the East Metro Urban League to continue the great work of the Saint Paul Urban League led by Willie Mae Wilson until her retirement in 2006 but was required to change the name to EMCA.

EMCA will be an expansion of the rich East Metro legacy for bringing diverse community leaders together to ensure equal opportunity for all.

 The East Metro has evolved some of Minnesota’s greatest organizations and community leaders, and we intend to add to the legacy. Through collaborations and partnerships, we will work to achieve a greater quality of life in the East Metro.

We are prepared to get to work and encourage everyone to invite us to join your efforts and with your help, we will evolve initiatives that continue to make the East Metro the greatest place in Minnesota to live, work, and socialize.

We are currently working on three community-driven projects:

  1. The development of a 30,000 sqft Multicultural Arts and Heritage Center in the East Metro
  2. Expanding job training, jobs, and low-income business contracting for the very low and low-income residents, and low-income businesses by improving the Department of Housing and Urban Development's Federal Section 3 program.
  3. We work with the Homes for All Coalition and MICAH to expand affordable housing development and policies to eradicate homelessness and ensure low cost, clean, and safe housing for Minnesotans.
  4. We work with the NAACP Minnesota to advance socioeconomic legislation that improves civil rights and civil liberties enforcement to eliminate systemic isms and advance Allophilia.
