Arrowhead Economic Opportunity Agency Incorporated

The Arrowhead Economic Opportunity Agency (AEOA) is a private, 501(c)3 nonprofit Community Action Agency with over 60 years serving low-income and disadvantaged persons in St. Louis, Lake, and Cook Counties in Northeastern Minnesota. AEOA also provides various services across Aitkin, Carlton, Cass, Chisago, Crow Wing, Isanti, Itasca, Koochiching, and Pine, making it one of the largest private, nonprofit CAAs in Minnesota.

The mission of AEOA is to strengthen communities by providing opportunities for people experiencing social and economic challenges.

AEOA serves people of all ages, with a primary focus on low-income households and people facing life challenges that make it difficult to achieve economic stability. Through a range of services, the Agency helps people meet basic needs, overcome challenges, and build pathways toward greater self-sufficiency and improved quality of life.

AEOA General Fund
Support AEOA's overall mission by contributing to this flexible fund, allowing the Agency to allocate resources where they are needed most.

AEOA Foundation Fund 
The AEOA Foundation Fund provides flexible financial support for urgent needs that existing Agency and community programs cannot cover due to strict eligibility or funding guidelines. This fund helps people overcome critical barriers by covering essential expenses such as dental anesthesia for surgery, vehicle repairs, and other urgent needs.

Homeless Shelters
AEOA owns and operates two emergency homeless shelters, Bill's House (12 units) and Home on the Range (54 units), and a Youth Foyer (12 units). Our shelters provide 24/7 staffing and on-site case management to guide residents toward permanent housing. Our team offers personalized support and connects individuals to resources that help them successfully transition to stable living.

Meals on Wheels Arrowhead
AEOA's Meals on Wheels program delivers nutritious meals to older adults (60 and over) who are homebound, ensuring they receive nutritious meals, friendly check-ins, and the support needed to remain independent in their own homes.

Head Start 
Arrowhead Head Start Preschool program serves 3- and 4-year-old children and Early Head Start for infants, toddlers, and pregnant women. Our services go beyond early childhood education, offering support in health, nutrition, mental health, disabilities, and family well-being. This program serves over 350 children and their families.

Housing Services 
Heating & Home Repair Assistance helps households stay safe, warm, and energy-efficient throughout the year. Services include assistance with heating costs, energy emergencies, weatherization, and home repairs that improve safety, comfort, and energy savings. This program serves hundreds of households across northeastern Minnesota each year, helping families reduce energy burdens and maintain stable housing.

Employment Services 
AEOA offers employment services to enhance the employability and skills of individuals so that they may achieve their life goals.
